Call for Applicants: Enterprises Selling Cookstoves and Biodigesters for Results Based Finance

About the Project

The “Higher Tier Cooking Component” (HTCC) under the programme “Strengthening the Entrepreneurial Ecosystem for Clean Cooking” is co-financed by the European Commission, the Dutch Ministry of Foreign Affairs, and Danida. The programme is coordinated by RVO and in partnership with EnDev.The programme is implemented by SNV.

The aim of the programme is to enforce and expand the supply chain for higher-tier cookstoves and biodigesters in rural Cambodia. Result-Based Financing (RBF) is one of the mechanism under the programme to support enterprises with financial incentives.

A total of 20,000 of cookstoves and 1,000 biodigesters will be incentivized with a total budget of €300,000. This window is open from 2023 to 2025.

Results Based Finance

RBF incentives are paid to enterprises (enterprises are shops, vendors, retailers or biodigester companies), after the sales will be verified. With a positive verification, the programme pays out 30% of the end-user price or 50% if sold to ID poor households. The RBF per stove is maximal 20 Euro per cookstove and 100 Euro per biodigester. These RBF revenues are then invested by the enterprise in business growth and market expansion.

Criteria

Eligible enterprises are defined as shops, sales agents, and door-to-door vendors who are selling eligible cookstove models to end users. Eligible biodigester suppliers are enterprises and mason groups registered under NBP or ATEC.

Enterprises must be registered as businesses under the Ministry of Commerce or have a so-called Tax Patent Certificate.

Targeted areas are the rural areas of Siem Riep, Battambang, Pursat, Kampong Speu and Kampot.

Eligible technologies are: Electric water kettles, electric rice cooker, electric steamer, infrared plates, induction plate, electric cooking pots, electric pressure cooker, and biodigesters under NBP (including composite) and ATEC.

Women-led businesses and shops in villages in the five target provinces are strongly encouraged to apply.
