Summary
UNDP seeks a Chief Technical Adviser (CTA) to provide strategic leadership and high-level technical guidance for the Solar for Health (S4H) Project in Zambia. This role focuses on expanding clean energy access in healthcare systems through renewable energy solutions, innovative financing models, and sustainable policy integration, aligning with national development and climate resilience goals.
Key Responsibilities
• Strategic Leadership & Oversight
•Guide national roadmap development for sustainable energy in healthcare
•Lead policy alignment, implementation strategy, and inter-agency coordination
•Serve as principal advisor on energy-health-climate strategies
• Technical Design & Assurance
•Oversee technical standards, facility selection, and PV system quality
•Ensure climate equity, environmental safeguards, and real-time monitoring
• Capacity & Policy Development
•Strengthen institutional capacity at national and sub-national levels
•Support policy reform and mainstream solar energy into health planning
•Deliver training for engineers, energy planners, and facility managers
• Financing & Investment Mobilization
•Design blended and innovative finance models (e.g., Energy-as-a-Service, PPPs)
•Develop feasibility studies and engage with major climate/development funds
•Promote investment opportunities with donors and the private sector
• Advocacy & Partnerships
•Position Zambia and UNDP as leaders in energy-resilient healthcare in Africa
•Represent the project in high-level dialogues and knowledge-sharing platforms
•Foster cross-country cooperation and south-south learning
Qualifications
•Master’s degree in energy, environmental studies, engineering, or related field
(Bachelor’s with 2+ years of added experience considered)
•Minimum 7–9 years of experience in leading renewable energy access programs
•Strong background in energy-health systems, off-grid solutions, PPPs, and policy
•Demonstrated experience working with climate funds (e.g., GCF, GEF, WB, AfDB)
•Fluency in English required
