End-user subsidies (EUS) address a need to directly reduce the price of a service or product for a consumer, primarily to bridge an affordability gap. EUS can come in the form of cash transfers, vouchers, discounted products, free products, and results-based financing. They have been implemented at a greater scale in recent years in the off-grid-solar and clean cooking sectors. Development partners and governments increasingly recognize the potential for EUS to work alongside other supply- and demand-side initiatives to ensure no one is left behind.
EUS design parameters, such as subsidy levels or subsidy modalities, can affect both demand for a subsidy instrument among a target population, and the efficiency through which the subsidy brings access to clean cooking. One challenge with selecting design parameters is that traditional surveys that ask consumers to predict future major purchasing decisions are notoriously inaccurate.
Discrete choice experiments (DCEs) can address this challenge by much more accurately and systematically exploring trade-offs that consumers make as the design parameters of the subsidy changes. In this webinar we will discuss how the Clean Cooking Alliance used DCEs in Kenya to test consumer willingness to pay by varying multiple attributes, including the price of a cookstove, the subsidy level, the subsidy modality and the financing option.
