ASSIGNMENT DESCRIPTION
In Malawi, the majority of households rely on polluting fuels, such as charcoal and firewood, for cooking. This widespread practice has led to dire consequences, including deforestation and land degradation that affect the entire country. Despite numerous efforts by various organizations over the years, the adoption of clean cooking solutions in Malawi has remained limited.
The lack of access to clean cooking alternatives has severe economic and environmental implications, which cost the country billions of dollars annually, accounting for lost productivity due to public health issues and the impacts of climate change.
Recognizing the urgency of the situation, the Malawian government has taken significant steps through well-defined policy measures, particularly through the Malawi Cleaner Cooking Energy Compact. Proposed by the Ministry of Energy and the National Cookstove Steering Committee in September 2021, this initiative sets ambitious clean cooking targets for 2030.
To accomplish these ambitious objectives, a comprehensive and collaborative approach is essential. This approach should address both supply and demand issues within an enabling environment that attracts funding for scalable solutions.
To support Malawi’s government in reaching its clean cooking targets, the World Bank is seeking a consultancy firm. The firm’s tasks include i) gaining a deep understanding of market dynamics with a focus on LPG and e-cooking, ii) advising on further policy actions, and iii) facilitating the development of technical, commercial and financing mechanisms for scalable and affordable clean cooking solutions.

ELIGIBILITY
Eligibility restrictions apply:
- Expertise of energy efficient appliances and good understanding of global and regional trends of modern energy cooking services, particularly LPG and electric cooking. Energy project experience in Malawi and understanding the local market would be a plus.
- Expertise in designing and implementing financing mechanisms in the relevant fields (e.g., energy access, clean cooking, energy efficiency, SME financing etc.). Prior experiences in successfully raising financing for these applications will be a plus.
- Expertise in designing and implementing relevant policies in the relevant fields (e.g., clean cooking, energy access, energy efficiency, SME financing etc.).
SUBMISSION REQUIREMENTS
The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
