CCA Statement on the CDM Executive Board’s Decision on fNRB
The Clean Cooking Alliance (CCA) welcomes the decision made by the Clean Development Mechanism (CDM) Executive Board at its 125th meeting to withdraw “TOOL30: Calculation of the fraction of non-renewable biomass” (fNRB), effective as of January 1, 2026. TOOL30 has historically allowed for unrealistically high estimates of fNRB, resulting in a risk of over-crediting for clean cooking carbon projects. Disallowing the use of TOOL30 is an important step in strengthening the integrity of the clean cooking carbon market.
In addition, CCA supports the Board’s decision to approve default regional and national values of fNRB, now included in “TOOL33: Default values for common parameters.” Approving these default values is critical for the stability of the carbon market and allows project developers to move forward with greater clarity.
CCA commends the Board’s decision to invite project participants, as well as coordinating and managing entities, to submit new methodological approaches for calculating fNRB values that further advance accuracy and conservativeness, for consideration by the Board. Further approval of harmonized and validated approaches to determining sub-national and project-level fNRB values, such as the peer-reviewed MoFuSS model, will be crucial to incentivizing carbon project development in areas with the highest impact. CCA is proud to be supporting the development of an online version of MoFuSS designed for this purpose, expected to be released in the coming months.
