Project Brief
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years.
GIZ implements the Energising Development (EnDev) project in Malawi and is looking for skilled and passionate team members to help improve access to energy throughout Malawi. EnDev promotes sustainable access to modern energy services worldwide, with a particular focus on the poor. Through its bottom-up approach, EnDev also contributes to creating positive economic, social and environmental impacts. By December 2021, EnDev has helped 25.8 million people worldwide to gain access to either electricity or improved cooking technologies in households. In addition, 30,900 social institutions and 81,700 small and medium-sized enterprises have benefitted from sustainable access to modern energy services. The Energising Development (EnDev) partnership is a multi-donor energy access programme currently financed currently by four donor countries: the Netherlands, Germany, Norway, and Switzerland. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH acts as lead agency for the implementation of the programme and cooperates closely with the Netherlands Enterprise Agency (RVO) as well as other local implementation partners.
Component Core
In Malawi EnDev’s CORE project component is implemented through a market-oriented and country-wide approach. By promoting clean cooking stoves, high quality, affordable and efficient picoPV systems and the usage of renewable energies for productive use, the needs of the beneficiaries in Malawi are addressed with a bottom-up approach for market building. EnDev pushes for a continuous increase of energy access levels to allow for poverty alleviation and economic development. While striving for attributable and measurable results on the ground, EnDev will pursue opportunities for transformational change in the energy sector and is therefore following an iterative demand-driven approach. This flexibility is linked to a strong benchmarking which reflects EnDev’s strong results-orientation and commitment to achieve quantified goals.
Component: DSS
EnDev Malawi is currently developing a new component on Demand Side Subsidies (DSS). This component is an earmarked core contribution to establish a new, targeted leave-no-one-behind approach, combining EnDev’s technical and implementing competencies with the scalability by development finance institutions (DFIs).
- Implementation period: July 2022 – September 2025
- Target groups: Marginalised / low-income households; refugee settings
- Overall Objective: To pilot new DSS mechanisms to facilitate access to modern, reliable and affordable energy services for low-income and displaced populations which are not currently reached by commercial markets, with a view to scale up.
- Supported technologies: Off-grid solar and clean cooking
- Projected results: up to 1,000,000 people reached
Your Tasks
- Technical management, responsibility for proper service delivery and use of funds of the improved cookstoves and demand side subsidy for cookstoves components
- Translation of the project concept into concrete planning of activities and coordination of the operational implementation of the cookstove and demand side subsidy component with the implementing partners
- Coordination of the dialogue with implementing partners, stove production groups and promoters, with the project management and consulting in the field of business/market development for improved cookstoves
- Development of terms of reference and technical specifications for service contracts and procurement of material goods and technical coordination of local or international procurement procedures
- Management of international and national experts in the context of project implementation and responsibility for quality assurance of service provision
- Support for impact monitoring and reporting of the country measure as well as public relations work
- Collaboration in the conceptual (further) development of innovative approaches and in the creation of concepts for business development
Your Profile
- Completed university studies in the field of renewable energy, environment, electric engineering, geography, international cooperation, social science, economics, marketing or business administration or comparable qualification
- Several years of professional experience in the development sector
- Several years of professional experience in the energy sector, preferably in the field of improved cookstoves and alternative fuels for cooking
- Expertise in private sector development and financing, home economics, social campaigning, social behaviour change, social marketing, applied empirical research are an advantage
- Skills in GIZ project management, knowledge of GIZ procedures in the context of procurement (contracting) of services and physical goods an advantage
- Commitment, team spirit, reliability and intercultural understanding
- Demonstrated ability to establish and sustain interpersonal and professional relationships with GIZ/EnDev colleagues, implementing partners, and Donors.
- Excellent computer skills in MS Office tools (MS Teams/Word/Excel/PowerPoint), and business management software.
- Strong writing and oral presentation skills, including fluency in English
