Claudia Doets works for Cardano Development particularly on setting up the first Development Impact Bond in clean cooking.

Cardano Development (CD) is an incubator and fund manager, established in 2007. Through careful risk-management analysis in data poor settings, CD identifies scalable solutions that can help to make frontier financial markets more inclusive, investible, and sustainable to unlock lasting economic value. CD creates scalable solutions for currency, credit, and liquidity risks in these markets. With over USD 6 billion assets and USD 1.5 billion capital under management, CD supports five scale-up funds, including TCX, GuarantCo, Frontclear, BIX Capital and AGRI3 and four start-ups, ILX, the Water Finance Facility, IMFact and NASASA Cardano Development with ongoing management services and corporate governance oversight. Cardano Development works with reputable partners including foundations, governments, impact investors, institutional investors and commercial partners.

The Clean Impact Bond (CIB for short) aims to field test the monitoring, certification and monetisation of health, gender and energy access impact from the switch to clean cooking. The ulterior motive is to fast-track enterprises to scale and financial sustainability by crowding in private investment on the basis of the impact contracts. Sistema.bio in Kenya is it’s first case. An investor is found and a SDG Impact Purchase Agreement has been reached with an Outcome Buyer. The structure is almost ready and launching in autumn 2021. Donors who are pioneering and interested in financial innovation can get involved in the scale up based on this worldwide first transaction of health and gender impacts.

Claudia is a sustainability entrepreneur, carbon market specialist with increasing financial skills – who has worked on myriad of energy projects in Africa, Asia and Latin America before joining Cardano in 2013. She is based in Amsterdam and holds a MSc. in tropical forestry from Wageningen University. She currently also works for www.Agri3.com in the Cardano Development group.

Can Results-based Financing Finally Unlock Exponential Growth in Investments, Markets, and Impact?

While clean cooking tool and fuel markets remain underdeveloped, predictable results-based payment streams present significant scope for companies to level up their current low returns on investment in clean cooking. By adjusting returns, clean cooking companies can achieve scale and operational viability faster, including by more reliably attracting more traditional forms of commercial capital. However, most companies have little visibility on what new outcome buyers need to deploy their capital, and thus the opportunity remains latent. Similarly, traditional promoters of clean cooking, including donors, generally tend not to know how best to engage with these outcome buyers.  

This session will present insights to help the sector develop the most effective approaches to unlock predictable results-based payment streams from high-value outcome buyers, including buyers in the voluntary carbon markets, buyers of social impact, and buyers in financial and capital markets seeking Environment, Social and Governance (ESG) returns through for example green lending or social impact bonds.
